Résumé
Les oasis du Tafilalet sont des territoires agro-écologiques en équilibre fragile. Le palmier dattier constitue non seulement une culture à valeur ajoutée élevée mais aussi l’ossature de la vie oasienne. L’attention accordée à la filière phoenicicole dans le cadre du contrat programme liant le gouvernement et l’interprofession s’est matérialisée entre autres par la création de groupements d’intérêt économique ayant bénéficié d’unités de valorisation dont la capacité varie de 100 à 400 tonnes. Les résultats d’un diagnostic réalisé auprès de 8 groupements de la zone du Tafilalet ont fait ressortir que la fonctionnalité des groupements d’intérêt économique et l’opérationnalisation des unités de valorisation sont étroitement liées aux capacités collectives des coopératives adhérentes. L’État poursuit les efforts d’autonomisation de ces groupements en insistant sur le rôle d’accompagnement et d’appui méthodologique de ces groupements et de leurs membres.

المجموعات ذات المصالح الاقتصادية لزراعة النخيل بتافيلالت : قدرات جماعية متناقضة
ملخص
إن واحات تافيلالت هي مناطق زراعية إيكولوجية في توازن هش. لا يشكل النخيل زراعة ذات قيمة عالية فقط ، ولكنه يعد أيضا العمود الفقري للحياة في الواحات. جاء الاهتمام بقطاع زراعة النخيل فى اطار عقد برنامج بين الحكومة والمنظمات المهنية، من أجل تحقيق مجموعة من الأشياء كإنشاء مجموعات ذات المصالح الاقتصادية التي استفادت من وحدات لتنمية قدرتها التي تتراوح بين 100 و 400 طن. لقد أظهرت نتائج التشخيص المنجز على مستوى 8 مجموعات من منطقة تافيلالت، أن فاعلية المجموعات ذات المصالح الاقتصادية وتفعيل وحدات التنمية يرتبط ارتباطا وثيقا بالقدرات الجماعية للتعاونيات المنخرطة. تقوم الدولة بتتبع مجهودات هذه المجموعات عن طريق التأكيد على دور المواكبة والدعم المنهجي لهذه المجموعات وأعضائها.

The Date-Palm Economic Interest Groups of Tafilalet: Contrasting Collective Capacities
Abstract
The oases of Tafilalet are agro-ecological territories in a delicate balance. The date palm is not only a high value-added crop but also the backbone of oasis life. The attention given to the date-palm sector under the program contract between the government and the interprofessional body has notably materialized through the creation of Economic Interest Groups (EIGs), which have been equipped with processing units with capacities ranging from 100 to 400 tons. The results of a diagnostic assessment conducted with eight groups in the Tafilalet area revealed that the functionality of the EIGs and the operationalization of the processing units are closely linked to the collective capacities of the member cooperatives. The State is continuing its efforts to strengthen the autonomy of these groups by emphasizing their role in supporting and providing methodological guidance to their members.
