Résumé
L’approche de gestion écosystémique a été adoptée par le Ministère de l’Agriculture et de la Pêche Maritime dans le cadre du Programme d’appui à la politique sectorielle agricole (PAPSA) financé par l’Union Européenne. Cette approche a pour objectif l’intégration de la dimension environnementale dans la planification et la programmation des projets de développement agricoles. Les Plans de gestion écosystémique élaborés à cet effet constituent des outils pour la concrétisation d’un développement durable des filières retenues par le programme PAPSA. L’article présente la démarche générale et son application dans le cas de la filière du palmier dattier à Bouanane. L’analyse détaillée de la démarche déployée et des résultats obtenus révèle la nécessité de faire évoluer cette approche pour tendre vers une collaboration accrue, d’une part entre les institutions du Ministère de l’Agriculture et d’autre part entre le Ministère de l’Agriculture, les autres départements ministériels et les bailleurs de fonds.

تدبير النظم الإيكولوجية من أجل التنمية المستدامة للمجالات الفلاحية المعرضة للتدهور البيئـــي
ملخص
اعتمدت وزارة الفلاحة و الصيد البحري مقاربة تدبير النظم الإيكولوجية في إطار برنامج الدعم لسياسة القطاع الفلاحي «بابسا»الممول من طرف الاتحاد الأوربي . تهدف هذه المقاربة إلى إدماج البعد البيئي في تخطيط وبرمجة مشاريع التنمية الفلاحية. وقد وضعت مخططات و برامج تدبير النظم الإيكولوجية من أجل تحقيق التنمية المستدامة للقطاعات المختارة من طرف برنامج.« بابسا » يقدم لنا هذا المقال المنهجية العامة وكيفية تطبيقها في قطاع النخيل ببوعنان. يبين التحليل المفصل لهذه المنهجية المتتبعة و النتائج المحصلة عليها الحاجة إلى ضرورة تطوير المقاربة التي يتم العمل بها في هذا الإطار، للمضي قدما نحو المزيد من التعاون، سواء بين المؤسسات التابعة لوزارة الفلاحة من جهة، وبين وزارة الفلاحة و الجهات المختصة من جهة أخرى.

Ecosystem-Based Management for the Sustainable Development of Agricultural Areas Vulnerable to Environmental Degradation
Abstract
The ecosystem-based management approach has been adopted by the Ministry of Agriculture and Maritime Fisheries within the framework of the Agricultural Sector Policy Support Program (PAPSA), funded by the European Union. This approach aims to integrate the environmental dimension into the planning and programming of agricultural development projects. The ecosystem management plans developed for this purpose serve as tools for achieving sustainable development in the sectors selected under the PAPSA program. This article presents the general approach and its application to the date palm sector in Bouanane. A detailed analysis of the methodology implemented and the results obtained highlights the need to further develop this approach to foster greater collaboration: on one hand, among the institutions within the Ministry of Agriculture, and on the other hand, between the Ministry of Agriculture, other governmental departments, and funding agencies.
