The Diffusion of RSPO Certification in Cameroon: Internal Limitations, Contextual Constraints and Levers for Strengthening

Abstract

Based on a critical literature review and documentary analysis, this study examines the conditions shaping the diffusion of Roundtable on Sustainable Palm Oil (RSPO) certification in Cameroon’s palm oil industry. Established in 2004, the RSPO adopted the Cameroonian interpretation of its 2018 Principles and Criteria in 2022. However, despite this normative milestone, the effective uptake of the standard remains limited, owing both to shortcomings in the certification process and to the specific characteristics of Cameroon’s palm oil sector. The RSPO has been criticised for its asymmetric governance, the limited accessibility of its grievance mechanisms, the inadequate inclusion of smallholders, and the weakness of its economic incentives. Nevertheless, certification has contributed to improved traceability, the international harmonisation of practices, and greater consideration of certain social and environmental issues. The limited organisation of producers, the predominance of the domestic market, and inadequate public-sector support constrain the reach of a standard designed for more structured value chains. To support the ongoing transition towards sustainable oil palm cultivation through the implementation of the RSPO Principles and Criteria, organising smallholders into cooperatives appears to be an important prerequisite. The establishment of a national certification system is proposed, alongside the promotion of alternative certification schemes, such as Participatory Guarantee Systems. Achieving these objectives would require strong political commitment from public authorities to promoting sustainable oil palm cultivation.
