Résumé
Les premiers projets de développement élaborés dans le cadre du Plan Maroc Vert ont été initiés en 2010. L’étude présente une analyse de la mise en œuvre et des premiers effets d’un de ces projets. Il s’agit d’un projet d’agrégation, relevant du Pilier I, dans la filière céréalière de la province de Séfrou. Des entretiens ont été effectués auprès de 25 agriculteurs du projet et 25 agriculteurs de zones témoins situées aux alentours de la zone du projet. L’étude des effets a été faite en qualifiant comment les agriculteurs agrégés auraient évolué sans projet. Ceci a été effectué par la méthode d’appariement (matching), en associant à chaque agriculteur du projet les agriculteurs hors projet qui avaient, avant projet, certaines caractéristiques identiques à cet agriculteur. Le projet a consisté en pratique en des formations, une mise à disposition d’intrants et un taux amélioré de subvention pour l’acquisition de matériel agricole. Ces activités ont conjointement permis d’accélérer l’amélioration et l’intensification des pratiques de production des céréales et une amélioration des rendements. Les agriculteurs du projet communiquent plus entre eux sur leurs pratiques agricoles. Cependant, l’association qui regroupe les agriculteurs du projet ne joue encore qu’un rôle limité de coordination et de négociation avec les acteurs extérieurs, et en particulier avec l’agrégateur.

التطبيق والتأثيرات الأولية لمشروع تجميع الحبوب بمنطقة بني سادن بإقليم صفرو
ملخص
تأسست أولى المشاريع المنجزة في إطار مشروع المغرب الأخضر سنة 2010. تقدم هذه الدراسة تحليلا للآثار الأوليةb لهذه المشاريع. يتعلق الأمر بمشروع تجميع الحبوب في إطار الدعامة الأولى لقطاع الحبوب بمنطقة في إقليم صفرو. استناد الى مجموعة من المقابلات التي أجريت مع 25 فلاح منخرط في المشروع و 25 فلاح من المناطق الشاهدة التي تقع في محيط منطقة المشروع. لقد تمت دراسة أولى النتائج عن طريق تحديد مصير الفلاحين المندمجين في التجميع في حالة عدم انضمامهم لهذه المشاريع. يرتكز المشروع ميدانيا على تكوينات، توفير المعدات الزراعية و كذلك الدعم بنسبة جيدة لاقتناء تمويلات للمساعدة على امتلاك الآلات و تحسين دعم سعر شراء المعدات الفلاحية. ساهمت هذه الأنشطة بشكل كبير في تحسين و تكثيف ممارسات إنتاج الحبوب، تحسين المحاصيل، و تطوير هذا المشروع إلى الأفضل، إضافة إلى التواصل الجيد بين الفلاحين المشاركين في المشروع. غير أن الجمعية التي تجمع الفلاحين المشاركين في المشروع لا تلعب إلا دورا محدودا يتمثل في التنسيق بين الفاعلين الخارجيين و مجمعي الحبوب بشكل خاص.

Implementation and Initial Effects of a Cereal Aggregation Project in the Bni Saden Region (Sefrou Province)
Abstract
The first development projects implemented under the Green Morocco Plan were initiated in 2010. This study presents an analysis of the implementation and initial effects of one of these projects. It concerns an aggregation project, part of Pillar I, in the cereal sector of Sefrou province. Interviews were conducted with 25 farmers participating in the project and 25 farmers from surrounding control areas. The study of the effects involved assessing how the aggregated farmers would have evolved without the project. This was done using a matching method, pairing each project farmer with non-project farmers who had similar characteristics prior to the project. In practice, the project consisted of training sessions, provision of inputs, and an increased subsidy rate for the acquisition of agricultural equipment. These activities jointly accelerated the improvement and intensification of cereal production practices and led to increased yields. Farmers involved in the project also communicate more with each other about their agricultural practices. However, the association grouping the project farmers still plays only a limited role in coordination and negotiation with external actors, particularly with the aggregator.
